Representatives of state bodies, the business community, industry public associations, scientific and educational organizations of the EAEU countries discussed the issues of development of breeding and seed production, increasing self-sufficiency of the states of the Eurasian Economic Union with varieties and seeds of agricultural plants during the meeting organized at the site of the Eurasian Economic Commission. Minister of Industry and Agro-Industrial Complex of the EEC Artak Kamalyan spoke about the work of the Commission in this direction. In particular, the measures taken by the Commission and the countries of the Union for the full functioning of the single market of seeds and the mutual recognition of documents on their varietal and sowing qualities. "This became possible after the adoption of the Agreement on the Circulation of seeds of agricultural plants within the framework of the EAEU on November 7, 2017. Work in this direction does not stand still. In just a month, the Supreme Eurasian Economic Council is planning to approve a list of measures to unify the national legislation of the Union states in the fields of variety testing and seed production," Artak Kamalyan said. According to the EEC Minister, the adoption of this document will help in the development of cooperation relations in the selection and seed production of the EAEU countries on the basis of common approaches to regulation, which will ultimately affect the growth of the provision of agricultural producers with high-yielding varieties and high-quality seeds, increasing the competitiveness of agro-industrial complexes of the Union countries. The Minister stressed that to date, the EAEU has formed a regulatory and methodological framework that allows for the smooth circulation of seeds on the territory of the Union. The EAEU has ensured mutual recognition of the documents of the Member States on the quality of seeds, common methods for determining the sowing qualities of seeds are used, and since January 1 of this year, common methods for determining varietal qualities are also used. The procedure for the formation and maintenance of a unified register of varieties within the integrated information system of the Union is also defined. In addition, the development and implementation of joint measures for the development of breeding and seed production, as well as the further unification of national legislation in the areas of variety testing and seed production, is provided for in the Strategy for the Development of the Eurasian Economic Integration until 2025. According to the results of 2020, the import of seeds to the EAEU exceeded $ 1 billion, more than 80% of which is accounted for sunflower seeds, corn, sugar beet, vegetable crops, and planting material of fruit crops. The participants of the meeting expressed a common opinion that this issue is directly related to ensuring the food security of the Union, for which it is necessary to take a set of measures, including state regulation and support for the branches of breeding and seed production of agricultural plants, cooperation between science and business. The event resulted in the introduction of a number of proposals to the Commission's agenda. In particular, the need to develop a draft program for the development of breeding and seed production in the countries of the Union, the organization of financing of the Union research (breeding) programs was noted.
